Cable Communi es tions in the Far East.

The Cable Companies are uneasy as to the

future, being convinced that the Japanese are

only waiting the moment when they are driven out

of North China to step into their place. All the agreements for working oables laid dom for the Chinese Government together with their connecting

land lines and the landline between the capital

and Kiakhta are liable to be termina ted in 1925,

if the Chinese Government care to exercise their

option.

They are, therefore, anxious to obtain an

assurance that the Government will take no such

step and when the proper moment arrives, you

should make representations to that effect. You should base them on the ground that His Majesty's

Government mnnot allow their communication with

North China to become solely dependant on lines

under Chinese control and must therefore press for the

main tenance of the status quo.

You should also, at the appropriate time,

endeavour to obtain a further assurance that, if and when the Chinese Government concede telegraphic

facilities to the detriment of the cable companies system to any other individual, company or government, they will simultaneously concede similar facilities

to the companies themselves,
